A note from Darin Acosta, the US rep on the CERN Users org (ACCU):

Dear Harvey,

Attached are my notes from the March 5th meeting of the
ACCU. Of note to CERN users is that Skype is allowed now
under certain conditions. The committee is also looking
for feedback on whether a car sharing project would be a
useful alternative to the current CERN car arrangements.
The hostel will get a web booking sometime soon. People
who need access to LHC experimental areas are also going
to need new radiological protection training.  And finally
it really does look like CERN is planning to launch the
LHC this year to an energy in the multi-TeV range.

Notes from the Mar.5 2008 Meeting of the ACCU
=======================================

Matters Arising:
- CERN clocks: old clocks are to be replaced with a network of new ones
- navette service (car sharing): DG willing to discuss, but must be
 cost neutral compared to current vehicles rented by groups.
 Some initial investment would be required to pay for software
 tracking system for CERN system.
 Question arose from one delegate to consider also the Swiss Mobility
 system

==> Need input from Users if car sharing would be useful to
 them, at the expense of fewer CERN car in usual pool

- Airport and Cornavin service: question whether dedicated service
 could be arranged
 [users can already arrange ride through CERN shuttle service, 76969,
 to be picked up or returned to airport during normal hours]
- Tram will reach Meyrin by end of 2009, CERN by 2010
 Route could go to St.Genis ultimately

==> Skype:
 IT approved a 6 month trial period with restrictions

News from CERN management (Jos Engelen):
- DG updated the document on general conditions applicable to
 experiments at CERN, to be used as basis for MOUs
- LHC status: sector 4-5 warming up to install triplets
- quench at 6 TeV for some magnets - they need retraining
 Thus sector 4-5 is not yet commissioned to 7 TeV
- LHC schedule is being reassessed, to go to Council next week
- goal is to complete cool-down by mid-June
- Experiments (CMS and ATLAS) have asked for 2 months notice for
 closing, currently foreseen mid-June + "delta"
- Preparing accelerator complex preparing for beam
- Cannot postpone transition to LHC access system after April 1
 because need time to commission system

Safety at CERN:
- Mandatory radiological protection (RP) training to receive a CERN
 dosimeter (good for 3 years)
- RP course will become mandatory April 1 to get a dosimeter
- People should start now to get trained. Daily training in afternoons
- mail should have been sent to all team leaders

Committee reports:

Ombudsperson Initiative:
- Would be a mediator, available to all personnel
- Would not take part in any formal role, would be confidential, and
 independent. To assist in preventing conflicts between persons and
 management at the work place
- CERN mgt. does NOT support the ombudsperson initiative. CERN has no formal
 role over Users, just staff members. Feel that internally there are
 mechanisms to address most equal opportunity problems when they come up,
 but do not support creating a new function.
- Planned:  rewrite code of conduct to apply to all members of personnel,
not
 just CERN empoyees
- Planned: expand scope of Current Equal Opportunity Officer, mandate
 to be rewritten
- CERN management working to address the concerns and to come up with
 a proposed solution to meet the needs presented by Ombuds initiative
 by end of the year

Accommodation facilities:
- Plan to introduce WWW booking for hostel:
 Using a credit card, with a small guarantee deposit. Long booking
 form filled once to register, then each booking only needs a short
 request form filled. Implementation in 3-4 months.
- Small penalty to modify reservation (40% rate currently) discussed
- real-time mechanism to know how many free beds is to be implemented

Users' Office News:
- 3 staff retired last year, only 1 added, but 2 new staff start this month
- EDH User Contract renewals are being used regularly
- A preregistration tool is in development for team leaders to enter
 info in advance of a new user arriving at CERN
- Only 80% of Team Leaders have an email address registered
- Team Leaders who have not been nominated will not have their users
 registered by the Users' Office
- Reminder that CERN contract expiration dates are not the same as the
 access card expiration. [latter only valid if CERN contract is valid]
- CERN newcomers guide has been updated

AOB:
- request for CERN to ask TPG for shelter at Avanchets stop
- possibility under investigation for emeritus users to be given
 access to CERN
- For next meeting: child care initiative
